Kharkiv Regional State Administration is an executive authority in the Kharkiv region of Ukraine.
Creation of a high-tech integrated security system, including video surveillance systems, access control systems as a part of ongoing reconstruction of the building.
Special attention was paid to the fulfillment of the strict requirements imposed on ensuring the fail-safe operation of all elements of the security system, including work in extreme climatic conditions.
Video surveillance system
The system of round-the-clock outdoor video surveillance for external situation (car parking zone, central entrance, service entrance for employees, perimeter of the building) and internal video surveillance for the situation in the building was launched.
Robotic cameras with a circular view of the horizon, a 180-degree vertical view and a 20-fold zoom are used for external video surveillance, which ensures operative monitoring of events both in the territory of the Administration and in adjacent streets and the central square of the city.
The power supply of the cameras is made using the system of guaranteed power supply developed by Solti specialists, which makes it possible to increase the efficiency of work from accumulators due to the lack of voltage conversion.
The whole video surveillance system from cable route to video storage servers is engineered and executed in view of maximum protection against unauthorized access to both equipment and cable routes and maximum autonomous operation of the system.
Access control system
Manages turnstiles installed at the customer’s hall and provides controlled access with photographic fixation of employees and visitors who use contactless card.
The autonomous operation of the ACS system in case of power problems is realized, the system can be operated in case of server shutdown and automatic synchronization with the server, visual support of events occurring in the system is made, and much more.
A built-in intercom system based on BasIP, integrated with the IP telephony of the security service is organized to control access through the entrance door during non-working hours, in addition to the access control system.
Complete integration of the CCTV system with ACS has been completed, which allows working with both systems in a single user interface and implementing the following functions:
- playback from the video archive or view in real time the video corresponding to the selected ACS event with the necessary time indentation before the beginning of the event;
- the possibility of identifying a person in real time by comparing information obtained from CCTV cameras with photos of employees located in the ACS database.
Workplaces with different access rights to system resources are organized in the structure of video surveillance and access control systems.
All the performed works were accompanied by the development of engineering and estimate documentation.
